Erroneously rejected by IBADS, the former ICRA, on the grounds that permission has not been granted to use the name. The Code’s requirement to seek permission to use personal names as cultivar epithets is a recommendation, not a rule, and point 5 in the preamble of the Code indicates that names contrary to recommendations may not on that account be rejected.
Furthermore, Dalai Lama is anyway not a personal name, but a title, and it is therefore doubtful that this epithet contravenes even a recommendation in the Code
